Bait Proposal for DHALOS

I have a few announcements to make before I begin the topic of the day.

First and foremost, I wish to congratulate Tom Duran, Jr., whose illustration appeared on the front cover of the recent publication of the March/ April edition of the Pennsylvania Angler and Boater.

A periodical of the Pennsylvania Fish and Boat Commission, Duran’s watercolor portrayal of a brown trout is one of his best. His expertise is wildlife art both above and below the water surfaces. In the past, when I had an art gallery, I sold many of his prints. When it came to detail, each painting was pictorially stunning.

Second, I wish to remind outdoor enthusiasts of the upcoming Ducks Unlimited Forbes Trail Chapter Fourth Annual Sporting Clays Shoot to be held Friday, May 8, 2015, at Seven Springs Mountain Resort Sporting Clays Course. Registration and warm-up shotgun games are at 9:30 a.m., a 100 target course at 11 a.m., with the conclusion of a dinner at 2:30 p.m. Additional will be an auction, raffles and prizes.

Entry fee is $140 per person. This includes 100 targets, a bagel and beverage breakfast, buffet dinner, 15 target five stand and prizes. Sponsorships are available.

Squads are based on 4 persons; if one has less than 4 registrants, Ducks Unlimited will fill vacancies to make a full 4-man squad.

One is asked to bring one's own shells and gun. Seven Springs can provide equipment for an additional cost.

Ducks Unlimited is now the world’s largest and most effective private waterfowl and wetlands conservation organization. DU is able to multilaterally deliver its work through a series of partnership with private individuals, landowners, agencies, scientific communities and other entities.

Recently, I received an email from the president of Forbes Trail Trout Unlimited chapter, Leo Vensel, concerning the possibility of allowing anglers to use bait while fishing in the Delayed Harvest Artificial Lures Only (DHALO). There have been many comments and added opinions of anglers to keep the project its designated ruling of allowing only artificial lures and not allowing worms, minnows and maggots, for example.

What he enclosed in his email was a proposal of an upcoming rulemaking decision by the Pennsylvania Fish and Boat Commission.

His email also stated, “I am passing along a string of email messages from Brian Wagner, TU Council president, regarding the recent proposal for allowing bait fishing and other changes to Delay Harvest sections. A response forum is now available for the public to comment on which will be the critical factor to the PFBC’s final decision. Please make your opinion known to the PFBC. The comment period for the proposed changes to the Delayed Harvest Artificial Lures Only will be open from March 14th to May 14.”

The letter Wagner sent Vensel stated, “By now many of you heard or read that the PFBC recently proposed changes to all DHALO sections. I know as anglers many of you have a personal opinion on these changes. We hope you will take the time to make your individual comments to the PFBC. This will be critical in order to make a difference.

The PA Council discussed the proposed changes and one of our concerns lies with the impact this will have on wild trout populations. Of the 58 DHALOs, 19 contain wild trout populations. We feel that some of the proposed rule changes could have a detrimental impact on these populations. We know as chapters and fellow anglers you and your members have other concerns and issues with this proposal. We encourage you to voice your concerns as anglers of Pennsylvania.”
